In the Global community records, 3 pets list a monster source in Morheim or Eltnen: 2 in Morheim and 1 in Eltnen. Every one of those sources is a level 80 monster, the highest monster level in the pet records. The records name no zone inside either region and there is no area map for them, so this page lists each pet with its monsters instead of a zone table.
Monster drops are not the only route. Each of these pets is also listed in pet chests and the rotating shop, and the rest of its family gives the same Lv. 3 owned effects, so a lower-level pet of the same family can stand in until you can take on level 80 monsters. Drop rates are not published and nothing here was verified in game.
